The ten systems

An empty ring means no public disclosure was found in the listed sources on the date checked. It does not mean the safeguard does not exist.

How to read this register

Ten data systems run by federal bodies in Pakistan are listed below. Anyone with an identity card is in the first. Anyone who has held a passport, crossed a border, filed a tax return, borrowed from a bank or been counted in the 2023 census is in others.

Each system was put through the same nineteen questions. They ask what the responsible agency has published: what the system is for, which law it runs under, who else receives the data, how long it is kept, how a person can see or correct their own record, and what the agency says it will do after a breach.

A full circle is an answer the agency has published. A half circle is part of an answer. An empty ring means nothing was found in the places listed on the record, on the date shown. The agency may have a rule or an audit it has not made public. An empty ring says only that a member of the public cannot find it.

TSI is the system's Transparency Safeguard Index, out of 100. The smaller figures beside it are the range it falls in when the weights are changed. The systems are in register order and are not ranked. Scores a few points apart should be read as the same.
